NASA retired the Space Shuttle. The Space Station assembly is complete and is now in sustainment mode. The NASA astronaut training facilities -- used during the recent-past cadence of frequent missions -- now have excess capacity and capability. Raytheon and its team mates have the contract to operate these facilities for the Johnson Space Center (JSC) Mission Operations Directorate (MOD), including commercializing that excess capacity by bringing in other users.

The Rothe companies, as subcontractors to Team Raytheon on the "Neutral Buoyancy Lab (NBL)/Space Vehicle Mockup Facility (SVMF) Operations Contract II (NSOC II)" at Johnson Space Center, provide management of the External Customer Office for Team Raytheon.
In this capacity, we find commercial businesses and arrange contracts that enable these businesses to utilize NASA facilities for training, testing of products and procedures, and manufacturing.

The following three facilities which Team Raytheon operates and maintains for NASA, have excess capacity for commercial operations:

Neutral Buoyancy Facility (NBL) Pool
The NBL is a world-renowned underwater training facility, used to simulate zero gravity for space-walking astronauts. It's a 102' x 202' x 40' deep pool, filled with 6.2 million crystal clear gallons of fresh water. The facility has everything an offshore developer, trainer, or tester could want: overhead and jib cranes, control rooms, full underwater audio and video, high bays, locker rooms, conference rooms, class rooms, and more.

Its geographic location is perfect, with proximity to Houston's Energy Corridor, the Gulf of Mexico, the Houston Ship Channel, and local hotels, eateries, and entertainment. It even has direct access to Ellington Airfield, just out the back gate.

In an otherworldly exchange, Technip USA was able to work with OceanWorks, the Rothe Companies, and Team Raytheon to accomplish a first at NASA MOD's Neutral Buoyancy Laboratory (NBL).

The Light Manufacturing Facility (LMF)
Also known as the Logistics & Mockup Facility
The LMF features a number of fabrication shops equipped with CNC metal cutting machines, welding equipment, soft goods manufacturing equipment, woodworking and sheet metal shops. These facilities are available for supporting commercial fabrication projects that require precision parts with high quality standards.

Many of our commercial customers that use the Neutral Buoyancy Laboratory also rely on special parts and fixtures to be fabricated on short notice by LMF shops at competitive prices.

NASA/SCTF Building 920L is the Logistics and Mockup Facility (LMF), which provides for the Sonny Carter Training Facility (SCTF). Equipment is located in the high-bay portion of the facility.

The Space Vehicle Mockup Facility (SVMF)

Rothe and Team Raytheon are supporting NASA in developing external customer use of the Space Vehicle Mockup Facility (SVMF). Currently, we are pursuing commercial space organizations with existing contractual relationships with NASA, under existing NSOC 2 contract requirements.
